Yes. As of August 2025, Royal Caribbean enforces the both-guests-in-cabin rule with no exceptions. Every adult 21 or older sharing the same stateroom must purchase the Deluxe Beverage Package if any one of them wants it. Minors in the same cabin do not have to buy the package.
Deluxe covers cocktails, beer, wine by the glass, bottled water, sodas, specialty coffee, fresh juice, and zero-proof drinks priced at $14 or less. Drinks above $14 can still be ordered, you pay the difference plus 18% gratuity. As of March 15, 2026, Coca-Cola Freestyle Cup access and Freestyle machine drinks are NO LONGER included in Deluxe or Refreshment packages. Only the Classic Soda Package includes Freestyle now.
The Refreshment Package is the non-alcoholic option at about $29 per person per day (plus 18% gratuity). It covers specialty coffee, fresh-squeezed juice, bottled water, zero-proof cocktails, mocktails, and premium soda (but not Freestyle as of March 2026). It does NOT cover alcohol at all, alcoholic drinks still cost retail plus gratuity. Good for sober cruisers or families booking together with one adult who drinks and wants Deluxe instead.
No. Royal Caribbean does NOT have a 15-drink daily limit on Deluxe or Refreshment, that is a Carnival rule. Royal's policy is simply a 'drink responsibly' clause, and bartenders can refuse service. You cannot order two drinks at once, and each drink needs to be ordered individually.
